Former San Antonio employee Michael Cuellar says the city has banned him from going to City Hall and other city properties. He filed a lawsuit in federal court claiming the action violates his constitutional rights. The city filed a response saying Cuellar poses a security threat. Cuellar's attorney says the ban lists no reasons for the action and allows no appeal.
