Always on the lookout to find and pay for new water sources to keep up with a growing city, the San Antonio Water System recently voted 6-1 to more than double some fees charged to real estate developers. But an advisory committee, made up largely of developer interests, voted 11-1 to reduce the recommended increases.

City Council will decide this month. We talk to concerned parties.
